The ceiling on yield strength is what separates PSL2 from PSL1 in practice. It exists to protect toughness and weldability: steel that is strengthened too far loses ductility, and the resulting pipe can be less tolerant of girth weld defects and of deformation during installation.

Because PSL2 pipe carries verified impact properties, it is also chosen for lines that must operate at low ambient temperature or that cross areas where a leak would be unacceptable.
For sour service, additional requirements apply beyond API 5L. The pipe must also satisfy the hardness and chemistry limits of ISO 15156, and the purchase specification should state this explicitly so that the steelmaker can select the correct composition and processing route.
Common Ordering Mistakes
Three errors cause most problems at delivery. Writing only the grade without the product specification level leaves the supplier free to deliver PSL1 pipe. Specifying a minimum yield strength without the maximum encourages over strengthening and can lead to toughness rejection. And quoting an impact test temperature that does not match the design minimum temperature produces pipe that is compliant on paper but unsuitable for the line. All three are avoided by stating grade, product specification level, delivery condition and impact test conditions together in the order.
